Hungary's race to unlock EUR 10bln in frozen EU funds

Hungary must complete RRF "supermilestones" by 31 August 2026 to unlock EUR 10bln in frozen EU funding (EUR 6.5bln in grants and EUR 3.5bln in loans). The government has accelerated its legislative agenda, but the release of funds remains conditional on the European Commission confirming full compliance with the agreed reforms.

What happened: On 29 May 2026, Commission President Ursula von der Leyen and Hungarian Prime Minister Péter Magyar agreed to unfreeze EUR 16.4bln in EU funds previously blocked over rule-of-law concerns. The EU Council approved Hungary's revised recovery plan on 10 July 2026. To meet the 31 August deadline, Parliament rushed through three major legislative packages in a single week (ending 28 July), covering transport, energy and tax and institutional reforms.

Why it matters: The combined RRF and cohesion funds would amount to approximately 3 % of Hungary's GDP per year, providing a much-needed boost to the economy. The bulk of the funding is earmarked for rail modernisation and rolling stock procurement (approx. EUR 1.8bln), energy infrastructure (including grid upgrades), smart meter rollout, battery storage expansion, building retrofits (EUR 1.7–2bln) and a EUR 4.6bln REPowerEU chapter focused on reducing Russian fossil fuel dependence.

Who is affected: Public procurement, rail, energy and infrastructure contractors (direct beneficiaries), renewables and storage investors (battery storage, smart metering and retrofit projects are specifically funded), and all sectors indirectly, as macroeconomic stability hinges on successful fund absorption.

What to watch next: The 31 August 2026 supermilestone deadline, the anticipated wave of EU-funded tenders in rail, energy and infrastructure in Q3–Q4 2026, and the first disbursements expected in Q4 2026 (payment requests planned for September).
